Neth-ER has published its reaction to the European Parliament's draft reports on Horizon Europe 2028–2034 (FP10) and the European Competitiveness Fund (ECF). On behalf of the Dutch knowledge sector, we set out what the co-legislators must secure in the upcoming negotiations.



 


Neth-ER publishes its reaction to the ITRE reports on FP10 and the ECF

With just over a year to go until the start of Horizon Europe 2028–2034, researchers and institutions need clarity on how the programme will be governed and implemented, and on how it relates to the ECF. Our reaction builds on the ITRE draft reports, the opinions of other parliamentary committees and the Council's Partial General Approaches. Among other things, Neth-ER calls for:

  • a budget of €220 billion for FP10, ringfenced and protected against reallocation;
  • simplification that serves research, with reimbursement of actual costs preserved;
  • excellence and impact as the core evaluation criteria, and a primarily civil FP10, with defence R&I funded through the ECF;
  • a diverse portfolio of partnerships, without Joint Undertakings becoming the default.

The reaction is published ahead of the vote in the ITRE committee, so that these points can be taken into account in the compromise amendments and the trilogue negotiations that follow.
